[ laughter ] >> reporter: the new eastern span of the bay bridge will open the morning of september 3rd after a five-day bridge closure beginning august 28. it's a project that has been beset by delays. >> i think the road to get here was far too long and far too winding. >> reporter: most recently the opening date was jeopardized when 32 bolts on the bridge broke in march. today the oversight committee approved a temporary retrofit to address the bolt problem. they plan to open the bridge with the temporary fix in place, a plan backed by two independent reviews and the federal government. >> we see no reason to delay the opening the bridge to traffic prior to the permanent retrofit. >> reporter: a permanent fix won't come until december but not?

-- but not everyone is so sure that's a good idea. >> the best thing to do would be to wait until the retrofit is complete, then open the bridge. >> reporter: but experts and transportation officials have repeatedly insisted that the real threat to public safety is keeping drivers on the old eastern span, which remains vulnerable to an earthquake. >> the existing bridge is the one folks ought to be worried about and that's the one they shouldn't be trusting. >> reporter: the oversight committee agreed that the bridge will open the morning of september 3rd with little fanfare, a simple chain cutting ceremony and potentially a larger scale celebration next year. the temporary fix will be going in this weekend. it should take only about a day to install it. just to give you an idea of how quickly this whole process is moving along, within about an hour of that unanimous vote happening, we saw that caltrans had already put signs up along the approach to the bay bridge,

prosecutors agreed to send a message in this case of manslaughter. don knapp was in court for sentencing. >> reporter: bicyclist chris bucchere entered court and the record books as possibly the first u.s. bicyclist to plead guilty to felony vehicle manslaughter. he will serve 1,000 hours of community service. >> we're hoping this is going to send a very clear message across the board to everyone that regardless of whether you're riding a bike, you're driving eye vehicle, you're walking, we all have shared responsibility in providing safety in our community. >> reporter: the plea deal comes a year and four months after bucchere ran red lights on his bicycle as he made his way to the market and castro intersection. at market he later wrote in his blog, quote, i couldn't see a line through the crowd and i couldn't stop. so i laid it down and just plowed through the crowded crosswalk and the least populated place i could find, end quote. he slammed into a pedestrian who died four days later. >> the type of person my father was, he always taught me to

give people a second chance no matter what happens because that's what makes society civil. >> reporter: the son asked the court to order bucchere to do his community service helping the elderly such as with low- income housing and -- >> to assist people with traumatic head injuries because that's something that my father would have had who dealt with if he would have survived so those are things that we're hoping he would do, you know, to atone for the life that he has taken. >> reporter: bucchere left court without comment or apology. still, gascon says the plea deal underscores a message. >> so i hope that we take the incredible message that the family in this case is trying to communicate and that is one we need to work together to make sure that there are not other families out there to have to go through the same thing. >> reporter: bucchere has the opportunity to return to court in six months and ask that his felony be reduced to a misdemeanor. if that should happen he would

still have to complete the community service. live in san francisco, don knapp, kpix 5. >> a felony conviction of vehicular manslaughter typically in a vehicle can carry a maximum sentence of 6 years. a pedestrian's recovering tonight after being hit by a cab in san francisco. police say two taxis collided at geary and taylor. one bounced off the wall of walgreens and careened into the pedestrian. three people were hurt. one critically. in san jose, a pregnant woman and baby survived a violent collision along highway 85. chp says the car carrying the woman and child and a third person was clipped on that freeway and then slammed through a retaining fence. all three had injuries. none was serious. oakland police are touting the results of "operation cease- fire." the department's latest crackdown on crime. chief sean whent announced the cease-fire sweep netted 8 arrests last night. he says addressing violent crime is his top priority.

>> when our children have become victims of homicide, it's completely unacceptable. my top strategy for addressing violent crime in the city is "cease-fire" > at the news conference we also asked if there were any investments in the murder of federal investigator sandra coke. a spokesman said we're working on it. the man police have called a person of interest in coke's death will be in court tomorrow morning. but randy alana's court date has nothing to do with her murder. it's for a parole violation. the same thing that landed alana in jail less than two months before coke disappeared. >> reporter: the morning hours of thursday, may 9th, sources tell kpix 5 it was a taxicab that rolled up to the sage motel in east oakland. checking into room 14, randy alana, a level 7 high risk sex offender with a long violent criminal history. not far behind alana that

morning, a parole officer and two alameda county sheriff's deputies who are tracking him thanks to the gps monitoring system that he must wear as a state parolee. but when they tried to arrest him on the upstairs balcony, alana breaks free and runs down macarthur boulevard. the deputies catch him about a block away and take him into custody. alana's next stop is the santa rita jail where he begins another tour of the justice system. this time, for resisting arrest and violating his parole. but after 34 days in jail, the resisting arrest charge was dropped. the case went back to the parole system and alana was released from jail. that was june 13th. the next time we know anything about randy alana's whereabouts, 52 days later, august 4, the night sandra coke disappeared. >> she left the thousands go to the drugstore on her daughter's behalf and hours later, when she didn't come back, her

daughter called me frightened. >> information during this investigation was developed that randy alana and sandra coke were seen later that evening. >> now the unanswered questions: why did that parole agent move to arrest alana on may 9? all we know is that it was some kind of parole violation. quite possibly, the same violation for which alana will appear tomorrow. the bigger question: why was he released again? so far, no answer for that, either. randy alana due in court at 9 a.m. tomorrow. checking bay area headlines, hayward police are investigating a deadly officer- involved shooting. officers were called to a home on west tennyson road last night by a 12-year-old girl who said her father was threatening her mother with a knife. officers say the man came toward them and one fired killing the man. two children and their mother in the home were not hurt. security has been stepped up at san jose's silver creek high school after a student was

pistol-whipped on campus. police say the 17-year-old boy was coming to the aid of a female student who was being robbed yesterday afternoon. the boy was treated and released from the hospital. the girl was not hurt. the attacker got away. and a prestigious peninsula private school is in hot water with its neighbors. it's accused of exceeding its enrollment cap. the all girls school is limited to 415 students. a community meeting is under way right now to talk about problems with parking and traffic. the city is also demanding the school submit a plan for compliance. some of san francisco's most famous residents moving on. the tourist attraction closing its doors after 50 years. >> another bay area landmark reduced to rubble by the people who brought you this. why an east bay high-rise is going down. >> sunshine inland look at that

the best show in the bay area this weekend will likely take about 12 seconds. that's how long it's going to take to blow up an east bay landmark. kpix 5 reporter ryan takeo in hayward where the blasting experts are laying groundwork for the implosion. >> reporter: experts liken it to a small earthquake except they can predict when and where this will happen. >> every time i wake up in the morning, i look out there and i can see that building. but it's not going be there anymore. >> reporter: a view like this makes warren hall seem small. >> it's an icon for the city of hayward. >> reporter: lee baker lives three miles from campus. >> i want to find out as much as i can about earthquakes. >> about this far. >> reporter: the experts want to learn too. that's why they are planning about 600 of these sensors near campus including a few at baker's house. >> i'll have a front row seat as far as information that's gathered. >> reporter: the 13-story building is now a shell of what it was. the landmark overlooking the east bay was the worst earthquake hazard in the cal

bay and inland valleys tomorrow and burnbach to the coast by tomorrow afternoon. sunshine in san francisco and fremont and san jose redwood city and palo alto. here's our big weathermaker. we are going to be watching this area of low pressure for like the next week, week and a half because as it moves, our weather is going to change or in this case not change. we had extra humidity today because low pressure didn't get closer to us. we're watching that and a big area of high pressure off to the east. here are the things that we know every year. it's cold in the ocean just to our west and it's hot in the deserts and the valleys just to our east. which influence do we get the hot or cold stuff? we are getting just enough of the cold stuff to let us be warm but not too toasty out there and that will continue for the next couple of days. temperatures running very close to average with a light to moderate onshore flow. that will change next week as low pressure gets closer to us we'll get extra onshore flow. that will drop our temperatures down to the mid-80s by the middle of next week inland and cooler than normal near the bay but all in all very, very pleasant weather to get outside any day of the next six. just pick the day and go

regulators seem to be acknowledging that a new class of pesticides may be a key factor in the massive die-off of bees. the epa today unveiled new warning labels that will restrict the use of the so- called neo-nicotine ieds or neo- nicks. it's believed to be a significant cause of colony collapse disorder where bees die. earlier this week government scientists were blaming fungicides the gloves are off and cleats are off environmentalists versus sports fans in san francisco. mike sugerman has the turf war. >> reporter: 7-nil in soccer? that's a slaughter. same might be said of san francisco politics on the state and local levels. you win 7 times, unheard of. but after 7 votes in favor, the soccer fields at golden gate park's beach chalet still face a turf war.

>> the audubon society said it's the equivalent of paving the area with 7 acres of asphalt. >> reporter: that doesn't sound very san francisco but city hall has been talking about artificial turf and another battle is set for tomorrow. >> in a city that lost 5,000 families over the last 10 years we need to be sure we are providing safe available facilities for all san franciscans including kids. >> reporter: no one thinks the current field is any good. >> it's a horrible field to play on a sponge. >> i had personally the girl i'm coaching run across the field because she was late and break her ankle in a gopher hole. >> reporter: the move is on to put artificial turf and lights here. it's been on since 2006. soccer fans say there's no place in the country with so many soccer players and so few fields in san francisco. this will go a long way to fix that to get the turf, put up lights, you can play up to 14 hours a day.

had a message too. >> i know there's [ indiscernible ] that can be given to jane doe to her family --pain and suffering. >> reporter: jose montano says he is remorseful and wants a lighter sentence. >> no words can undo what's been done. all i can do is just apologize for any of my actions. >> reporter: the other convicted rapist, marcelles peter, made no apologies. someone read a statement by the victim identified as jane doe. the gang-rape and torture left her with permanent psychological and physical damage. >> i forgive both of you because i deserve to be at peace. but no matter how hard i try and wish, i could never forget and there are parts of me that will never be healed. >> reporter: the judge was not so forgiving calling the crime despicable. she said to jose montano, if she could, she would sentence him to more years. >> 33 years to life, mr. montano, you'll have to serve a minimum of 33 years before you're eligible for parole.

>> reporter: and because marcelles peter was a minor at the time of the crime, he got 29 years to life. neither showed emotion. >> you dehumanized her. she stopped being a human being to you. she became a thing. >> reporter: the judge says she is beyond shocked what the defendants did to the girl who was 16 at the time after she left the richmond high school homecoming dance up to 20 people raped her and beat her for two hours on campus. the beating so bad, her parents couldn't even recognize her face. peter, 20 and montano 22, will be about 50 years old when they are eligible for parole. the defendants' families had no comment. both the defense attorneys say they plan to appeal the convictions. live at the martinez courthouse, i'm da lin, kpix 5. >> two more defendants will be tried in the case. they are facing lesser charges.

two other men are serving lengthy sentences? the case. the prosecutor wants to identify more attackers. the up close bandit is now in jail. these fbi arrested the man yesterday in connection to two san francisco bank robberies. the nickname came from the high quality surveillance photos you're seeing here. these were taken during the robberies. the search is on for burglars who smashed into a tiffany's in walnut creek. they used a pickup truck. a security camera snapped this picture of their getaway vehicle which appears to be a white chevy blazer. kpix 5 reporter cate caugiran on what they got and didn't. >> reporter: it was a smash-and- grab at the tiffany's in downtown walnut creek. investigators say four suspects used this white ford pickup to back into the front doors and came out with some jewelry. >> it's crazy. i can't believe this happened.

you hear about these things in movies and it's real life. >> walnut creek is a very safe place. there's always nice shopping and nice people. i'm very surprised. >> reporter: police say the burglaries wore hoodies hiding their faces and brought in big bins to get big loot but the plans were followed by nearby witnesses. officers were at the high-end jewelry store within minutes. still, that was enough time for the four suspects to grab jewelry from one case and take off in a separate car a white chevy blazer. investigators dusted the truck left behind for prints and then took it away. police say it was stolen from citrus heights near sacramento. >> it's not uncommon for criminals to use stolen vehicles for this type of thing because they are going to -- they know they are going to force entry and they know they are going to leave the truck here and get in their other getaway vehicle. >> reporter: here you can see the aftermath and damage to these doors. walnut creek police say another burglary happened at a j.c. penney in antioch about 45

minutes before. now antioch police say they don't believe there is a connection but investigators aren't ruling it out. in walnut creek, cate caugiran, kpix 5. >> police also say those burglars didn't have much to take since the most valuable jewelry was locked away. the getaway vehicle headed towards highway 24. it's a classic case of red tape gone wrong. state regulators say the sutter county jail the central valley is one inch too close to a building next door. and that's a very expensive inch. one that will cost taxpayers hundreds of thousands of dollars. the sutter county board of supervisors has to fork over half a million dollars to move a wall over. if they don't, the county will lose ten million dollars needed to upgrade the jail. >> basically, it's a frame structure next to a masonry structure so they want us to change an inch gap two inch gap. the jails aren't like they used to be. they are turning into mini

prisons and these are not equipped for that. >> the sheriff has no choice because the department must add beds due to prisoner realignment. the county's inmate population has jumped by a third or about 100 inmates. supporters of ousted egyptian president mohamed morsi returned to the streets today to protest a deadly government crackdown that killed more than 600 people. as cbs' alfonso van marsh reports, president obama says the cycle of violence in egypt needs to stop. reporter: relatives carried bodies of the dead after wednesday's brutal military crackdown on supporters of ousted president mohamed morsi. he was a peaceful protestor, this man said. egyptian authorities say more than 500 people died wednesday. president obama condemned the killings and said the u.s. is canceling joint military exercises with egypt. >> while we want to sustain our relationship with egypt, our traditional cooperation cannot continue as usual when civilians are being killed in the streets. >> reporter: france is also

calling for peace and reconciliation. supporters marched in alexandria to protest a massacre. we will not accept people dying, she shouts. "muslim brotherhood" protestors torched government buildings in cairo. they are also accused of burning churches and carrying out so-called revenge attacks on christians. the military says 43 government troops died in wednesday's fighting. egyptian authorities have authorized police to use deadly force to protect themselves and key state institutions. egypt is bracing for more protests after friday's prayers. alfonso van marsh, cbs news. >> egyptian officials are extending former president morsi's detention for another month. the conservative islamist leader is in a secret location.

"w tough day on wall street. well, there are about 450 jobs up for grabs in san francisco. target is hiring for its newest city store at geary and masonic. today store managers interviewed scheduled applicants but they also accepted walk-ins. this target store will open in october. the job fair is going to continue tomorrow and saturday 11 a.m. to 5 p.m. well, it's no fun being unfairly accused of being a toll evader but that's what's happening more often since the golden gate bridge got rid of its tolltakers in may. on the consumerwatch, sue kwon on a processing backlog and how the bridge district is fixing the glitch. >> reporter: it's been about 3 months since the tolltakers went away at the golden gate bridge. >> very frustrating. >> reporter: some motorists still feel like they are driving down a rocky road. cynthia crossed the bridge using a one-time pass purchased for 6 bucks at this kiosk.

she still received multiple toll violations and kept writing checks to keep her $6 bill from going to collections. >> we paid $37 to cross the bridge one time. >> it's frustrating to say the least. >> reporter: like cynthia, david mill n doesn't have fastrak so he paid his tolls when he got a bill in the mail. the checks were cashed and still he was cited for toll evasion. >> you can get online and look up your checks and they cash the checks quickly but don't acknowledge your payment. >> we have seen a few bumps. this is a new system. we're not surprised you're getle calls. we're still getting emails. >> reporter: mary currie admits that bumps and delays in the new system cause billing issues for 1% of the nearly 1.6 million drivers crossing the bridge each month. >> there was a long delay and the system is set up to automatically generate toll violations when an invoice isn't paid so toll violations started going out to people. big mistake, big problem, we've corrected that. >> reporter: currie says

temporary workers have been hired to address the backlog. consumerwatch contacted the bridge authority which investigated both cynthia and david's toll problems. turns out cynthia's issues were caused when she mistakenly punched the incorrect license number at this kiosk. and david was one of the many who got caught in the toll invoice mail bag and now that his problem has been fixed, he can still see the humor in it all. >> why not make it fun? perhaps stop one out of every 10,000 cars, drag the driver out give him a swift kick in the pants, it's a small percentage and you owe me 10 bucks. >> reporter: the bridge authority wants to remind people that it's easiest to prepay tolls online at bay area fastrak.org. on the consumerwatch, sue kwon, kpix 5. >> well, if you have a consumer issue to resolve call our hotline at 888-5-helps-u. turns out the nursery rhyme was right. meet the child who is proof,
